東北電網系統保護工程五大系統全面投運

1月4日從國家電(dian)網(wang)(wang)有限公司東(dong)北(bei)分部(bu)獲悉,隨著東(dong)北(bei)地區74套寬頻振蕩(dang)監(jian)測(ce)與監(jian)控(kong)(kong)子站裝置投(tou)運,東(dong)北(bei)電(dian)網(wang)(wang)系(xi)(xi)統(tong)(tong)(tong)保(bao)護(hu)工(gong)程(cheng)五大系(xi)(xi)統(tong)(tong)(tong)(高頻緊急控(kong)(kong)制(zhi)系(xi)(xi)統(tong)(tong)(tong)、系(xi)(xi)統(tong)(tong)(tong)保(bao)護(hu)調度端安(an)全(quan)(quan)監(jian)視管理系(xi)(xi)統(tong)(tong)(tong)、扎(zha)魯特特高壓換流站近區自動電(dian)壓控(kong)(kong)制(zhi)系(xi)(xi)統(tong)(tong)(tong)、系(xi)(xi)統(tong)(tong)(tong)保(bao)護(hu)網(wang)(wang)絡(luo)安(an)全(quan)(quan)防護(hu)系(xi)(xi)統(tong)(tong)(tong)、寬頻振蕩(dang)監(jian)測(ce)與監(jian)控(kong)(kong)系(xi)(xi)統(tong)(tong)(tong))全(quan)(quan)面建(jian)成并投(tou)運。東(dong)北(bei)電(dian)網(wang)(wang)系(xi)(xi)統(tong)(tong)(tong)保(bao)護(hu)工(gong)程(cheng)通過(guo)多種控(kong)(kong)制(zhi)手段優化(hua)協調,構(gou)建(jian)了高可靠性、高安(an)全(quan)(quan)性的(de)綜合(he)安(an)全(quan)(quan)防御體系(xi)(xi),可系(xi)(xi)統(tong)(tong)(tong)性地應對電(dian)網(wang)(wang)嚴重故障沖擊,有助于保(bao)障大電(dian)網(wang)(wang)安(an)全(quan)(quan)穩定運行(xing)。
“十三(san)五”時期(qi),東(dong)(dong)北(bei)(bei)電(dian)(dian)網(wang)(wang)首(shou)條(tiao)特(te)高(gao)壓直(zhi)流(liu)(liu)外(wai)送通道——魯(lu)固直(zhi)流(liu)(liu)投運。隨著特(te)高(gao)壓直(zhi)流(liu)(liu)電(dian)(dian)網(wang)(wang)的發(fa)(fa)(fa)展,東(dong)(dong)北(bei)(bei)電(dian)(dian)網(wang)(wang)穩定(ding)問題凸(tu)顯,地區(qu)安全運行(xing)風(feng)(feng)險(xian)(xian)加(jia)大(da)。同時,由于東(dong)(dong)北(bei)(bei)地區(qu)新(xin)(xin)能(neng)源(yuan)(yuan)(yuan)發(fa)(fa)(fa)展迅速(su),大(da)規模(mo)(mo)新(xin)(xin)能(neng)源(yuan)(yuan)(yuan)并網(wang)(wang)的匯集站(zhan)短路容量偏(pian)低,系(xi)(xi)統寬(kuan)頻振(zhen)蕩(dang)(dang)風(feng)(feng)險(xian)(xian)加(jia)大(da)。東(dong)(dong)北(bei)(bei)電(dian)(dian)網(wang)(wang)系(xi)(xi)統保(bao)(bao)護(hu)工程(cheng)(cheng)是提(ti)升防(fang)御(yu)嚴重故障引(yin)發(fa)(fa)(fa)系(xi)(xi)統性風(feng)(feng)險(xian)(xian)能(neng)力(li)的關鍵手(shou)段。針對特(te)高(gao)壓直(zhi)流(liu)(liu)閉鎖引(yin)發(fa)(fa)(fa)的頻率安全風(feng)(feng)險(xian)(xian),該工程(cheng)(cheng)統籌(chou)協(xie)(xie)調(diao)全網(wang)(wang)新(xin)(xin)能(neng)源(yuan)(yuan)(yuan)、水(shui)電(dian)(dian)、火(huo)電(dian)(dian)等資(zi)源(yuan)(yuan)(yuan),在線(xian)防(fang)控(kong)風(feng)(feng)險(xian)(xian)。該工程(cheng)(cheng)通過就地實(shi)(shi)時電(dian)(dian)壓精準感知和多點(dian)優化協(xie)(xie)調(diao)對無功(gong)資(zi)源(yuan)(yuan)(yuan)進(jin)行(xing)自動反時限(xian)調(diao)控(kong),實(shi)(shi)現特(te)高(gao)壓直(zhi)流(liu)(liu)近區(qu)工頻電(dian)(dian)壓的秒級自動快(kuai)速(su)控(kong)制(zhi);通過“源(yuan)(yuan)(yuan)頭監控(kong)、路徑(jing)監測、火(huo)電(dian)(dian)控(kong)保(bao)(bao)”的寬(kuan)頻振(zhen)蕩(dang)(dang)三(san)道防(fang)線(xian),可(ke)在振(zhen)蕩(dang)(dang)發(fa)(fa)(fa)生初期(qi)快(kuai)速(su)精準定(ding)位并切除振(zhen)蕩(dang)(dang)源(yuan)(yuan)(yuan);對穩控(kong)系(xi)(xi)統通信(xin)鏈(lian)路進(jin)行(xing)網(wang)(wang)絡安全布控(kong),防(fang)止惡意攻擊和非法入(ru)侵導致(zhi)的誤動;為調(diao)度(du)提(ti)供(gong)更(geng)為直(zhi)觀的系(xi)(xi)統保(bao)(bao)護(hu)實(shi)(shi)時運行(xing)監控(kong)手(shou)段。該工程(cheng)(cheng)為跨區(qu)資(zi)源(yuan)(yuan)(yuan)優化配(pei)置和大(da)規模(mo)(mo)新(xin)(xin)能(neng)源(yuan)(yuan)(yuan)集中(zhong)發(fa)(fa)(fa)電(dian)(dian)保(bao)(bao)駕護(hu)航,有利于在當前(qian)保(bao)(bao)供(gong)形勢(shi)下(xia)保(bao)(bao)障東(dong)(dong)北(bei)(bei)、華北(bei)(bei)地區(qu)電(dian)(dian)力(li)充足供(gong)應。
2016年以來,國(guo)網東(dong)北(bei)分部組(zu)織區域(yu)內四家(jia)省級電(dian)(dian)力公司、中國(guo)電(dian)(dian)科院、南(nan)瑞集團、保護設備制造(zao)廠家(jia)等聯合(he)開(kai)展(zhan)系(xi)統保護研發(fa)和建設,持續開(kai)展(zhan)電(dian)(dian)網特性分析、系(xi)統設計、策(ce)略研究(jiu)、裝置研發(fa)、實(shi)時數字仿(fang)真系(xi)統驗證、現場實(shi)施等工作(zuo),為系(xi)統保護工程順利投運(yun)奠定基礎。
自(zi)(zi)2018年7月高(gao)頻緊急控(kong)(kong)(kong)制(zhi)系(xi)統(tong)投(tou)運(yun)(yun)至今,東北(bei)電(dian)(dian)網(wang)系(xi)統(tong)保(bao)(bao)護工程控(kong)(kong)(kong)制(zhi)電(dian)(dian)源(yuan)容量達到(dao)(dao)5105萬(wan)千瓦,降低了(le)電(dian)(dian)網(wang)頻率崩潰風險(xian)。截至2021年年底,高(gao)頻緊急控(kong)(kong)(kong)制(zhi)系(xi)統(tong)網(wang)絡安(an)防裝置(zhi)全部(bu)(bu)投(tou)運(yun)(yun),為整(zheng)套系(xi)統(tong)提(ti)供了(le)安(an)全運(yun)(yun)行環境;系(xi)統(tong)保(bao)(bao)護調(diao)度端安(an)全監(jian)視管理系(xi)統(tong)發(fa)揮(hui)了(le)在(zai)線監(jian)控(kong)(kong)(kong)預警作(zuo)用;扎魯特特高(gao)壓(ya)(ya)換流站近區自(zi)(zi)動(dong)電(dian)(dian)壓(ya)(ya)控(kong)(kong)(kong)制(zhi)系(xi)統(tong)子站達到(dao)(dao)6個,提(ti)升了(le)區域電(dian)(dian)壓(ya)(ya)穩定水平;東北(bei)電(dian)(dian)網(wang)寬頻振蕩監(jian)測與監(jian)控(kong)(kong)(kong)系(xi)統(tong)站點達到(dao)(dao)74個,可及(ji)時將寬頻振蕩風險(xian)控(kong)(kong)(kong)制(zhi)在(zai)最(zui)小范圍內。國網(wang)東北(bei)分部(bu)(bu)后續將繼續結(jie)合(he)系(xi)統(tong)變化,滾動(dong)調(diao)整(zheng)優化系(xi)統(tong)保(bao)(bao)護布點及(ji)控(kong)(kong)(kong)制(zhi)策略。
